Dear colleagues, dear students and participants,
It is a real joy for me to address a word of greeting at the third edition of the National Congress of Emergency Medicine and Disaster Medicine with international participation – CongrEMs, organized under the aegis of UMFST "G.E. Palade" from Târgu Mureș, between June 3–6, 2026.
Emergency medicine and disaster medicine are not just medical specialties. They are essential components of a society's resilience. These are fields where pressure is constant, decisions must be made quickly, and consequences are immediate. In such contexts, the difference is made by preparation, experience, and the ability to work together.
Therefore, continuous training, the exchange of experience, and cooperation between institutions are not options, but operating conditions.
I am particularly glad that this congress brings together students, volunteers, doctors, nurses, and paramedics. It is exactly the image of the real system, where the intervention does not belong to a single profession, but to a team. And performance depends on every link.
For those at the beginning of their journey, I want to say one thing very clearly: emergency medicine needs you. Your energy, curiosity, and desire to get involved are essential for the future of this field.
I congratulate the Emergency Medicine Student Organization and UPU Târgu Mureș for the initiative and the effort to build an event that grows from year to year. I also thank all the partners involved – the "Horea" Emergency Situations Inspectorate of Mureș County, the Foundation for SMURD, the Mureș County Public Mountain Rescue Service, and Virtual Reality Simulation Expert Team Romania. Together, you convey an important message: preparing for emergencies is a joint effort, based on collaboration and trust.
I wish you an active congress, with open discussions, useful ideas, and connections that continue beyond these days. Every session, every workshop, and every practical exercise should bring you closer to what really matters: the ability to save lives.

CongrEMs 2026 represents the third edition of the National Congress of Emergency Medicine and Disaster Medicine with international participation—an extensive educational and scientific initiative dedicated to continuous medical education and professional development for medical students, residents, emergency medicine specialists, and professionals involved in emergency and disaster management.
The congress aims to provide a strong academic framework for the exchange of knowledge, best practices, and up-to-date clinical experience, fostering interdisciplinary dialogue among specialists in emergency medicine, intensive care, prehospital medicine, disaster management, and related fields. Through the participation of national and international faculty, CongrEMs 2026 contributes to aligning local medical practice with current European and international standards.
The event takes place over four days and follows a balanced structure that integrates high-level academic content with applied practical training. The program includes plenary sessions, scientific presentations, thematic debates, and roundtable discussions, complemented by hands-on workshops, advanced medical simulations, and interactive sessions designed to develop clinical, decision-making, and teamwork skills—essential competencies in modern emergency medicine.
A defining element of CongrEMs 2026 is its practical component, designed as a central pillar of the educational process. This component focuses on developing the clinical and interdisciplinary skills required for effective intervention in critical situations and disaster scenarios.
Practical activities will take place primarily on Wednesday and Saturday and will include hands-on workshops, advanced medical simulations, and integrated exercises. The program will feature virtual reality (XVR) simulations for complex mass-casualty incident scenarios, workshops dedicated to advanced life-saving procedures, difficult airway management, and prehospital obstetric emergencies, as well as interdisciplinary field exercises conducted in collaboration with specialized response units.
In addition, extrication simulations and activation drills of the Red Response Plan will be integrated, aiming to replicate coordinated response mechanisms during major incidents, with a strong emphasis on scene safety, inter-institutional collaboration, and the correct prioritization of medical interventions.
The theoretical component of CongrEMs 2026 will be structured as plenary sessions held predominantly on Thursday and Friday, dedicated to scientific presentations, updates in medical practice, and interdisciplinary debates. Presentations will be organized into thematic sessions, each session typically comprising three to five presentations. Each presentation will have a standard duration of approximately 30 minutes, including time allocated for discussion.
The session topics will cover a broad range of subjects relevant to contemporary emergency medicine practice, including recent advances and updates, disaster medicine and war medicine, rare or atypical clinical cases, ethical and medico-legal aspects, the role of social work and psychology in emergency care, prehospital medicine, pediatric and neonatal emergencies, as well as dedicated sessions for nursing and allied healthcare professionals. Mythbusting sessions will complement the program, promoting interventions grounded in current scientific evidence.
CongrEMs 2026 is organized by the Emergency Medicine Student Organization, in partnership with the SMURD Emergency Department (UCPU-SMURD) of Târgu Mureș, with the direct and substantial involvement of students from the George Emil Palade University of Medicine, Pharmacy, Science and Technology of Târgu Mureș, who make up the majority of the organizing team.
From an academic coordination perspective, the congress benefits from the involvement of nationally recognized figures in the field of emergency medicine. The President of the Congress is Dr. Raed Arafat, Secretary of State and Head of the Department for Emergency Situations, while the President of the Congress Committee is Associate Professor Dr. Cristian Boeriu, Head of UCPU-SMURD Târgu Mureș, responsible for coordinating the scientific content and ensuring academic rigor.
Operational and logistical coordination is ensured by the President of the Emergency Medicine Student Organization, Stanca Daniel-Dragoș, in his role as President of the Organizing Committee, supported by an extended team of UMFST students and volunteers.
Through this initiative, CongrEMs 2026 directly contributes to strengthening the image of Târgu Mureș and the University as an academic hub of excellence in emergency medicine, modern medical education, and innovation. At the same time, the congress serves as a platform for showcasing the Romanian academic environment, promoting scientific research, interdisciplinary collaboration, and the active involvement of students in professional and community development.
